About Tees Valley Village Halls

Tees Valley Village Halls and Rural Community Buildings Project started in 2004 when a detailed audit of the Village Halls was commissioned by Tees Valley Rural Community Council.

The audit formed an initial database of village halls for hire in Tees Valley. It set out the Picture of a training course at one of the hallsstate of the hall buildings, the facilities for hire, the governance arrangements and a profile of each village. Forty six village halls, parish halls and church halls across the Tees Valley took part in the audit.

The audit was completed in early 2005 and highlighted issues that were restricting halls from being used to their full potential. In 2005 and 2006 the project moved on to assist hall committees to make action plans, to seek advice and where necessary funding to improve the fabric of the building. The aim was to improve halls facilities and so to take more bookings.

It became clear that the lack of a recent hall building condition survey or disability access audit was hindering some village halls from making long term decisions. Tees Valley Rural Community Council bid for and obtained ChangeUp funding so that in the early part of 2006, surveys were undertaken for 22 halls. Village hall committees have been able to use the surveys to make long term plans.

Other work the project has completed in 2006 has included -

  • Assisting those village halls that were without Premises Licences to obtain them so that the range of possible activities was increased and halls became more attractive to hire.
  • Providing Hiring agreements for Village Halls to use with their hirers so that both the hall committee and the hirer were clear about their expectations and responsibilities.
  • Running a series of Training Courses for Village Hall committees. These covered Managing Community Premises in Tees Valley, Funding Village Halls, Village Hall Trustees' Roles and Responsibilities, the Implications of New Fire Regulations for Village Halls, Employing staff in Village Halls, Accounts and Budgets for Halls, Premises Licences in Village Halls and Energy Saving in Village Halls.
  • Developing the Tees Valley Village Hall web site so that Halls can publicise their facilities and increase their bookings.
The Tees Valley Village Hall and Community Buildings Project has been funded by Defra's Rural Social and Community Fund and by ChangeUp/Capacity Builders funding. The project is funded up to March 2007 after which time the web site and response service to Village Halls will pass back to Tees Valley Rural Community Council.

Tees Valley Rural Community Council manages the project through a Reference Group which includes representation from a Village Hall Committee. Peter Bryan - Consultant Village Hall Advisor report progress to the reference group which meets every 6 weeks.
